Above 75% keyword match is strong. 50-75% is a stretch - you can apply but should tailor your CV first. Below 50% is a poor fit - your background does not match the role, and tailoring will not fix the gap.
If the score is low because of missing keywords, tailor your CV first. If it is low because you lack the core requirements (years of experience, specific certification), tailoring will not help. The tool tells you which case you are in.
